Can tenants demand for some one to be evicted? - key windows blinds 5.1
I live in California, and we have two neighbors that some of my neighbors and I can not bear it. At the beginning it was only a couple and their baby. Recently had a room for rent and the owner does not know yet. These neighbors are loud, rude and dirty. They throw trash out the window and are very destructive for blinds, screens, floors everywhere. Other than those who throw their butts to smoke on the terrace, and I recently had to sweep the ashes of our laundry rooms. The worst thing is that we have the key to the main entrance, which say they did not overlap, and gave us 2 copies for each department, and we know that they have at least 4. What we can do and how we do it?

Owners of California to enjoy because of their tenants the right to "rest." This means that the other tenants who break the law, break the rules, or a loud noise in general scrutiny.
Tell your landlord about your concerns. Document in a letter to your landlord. If nothing changes, should look elsewhere. If this means that you leave before your lease and the landlord wants you to be able to defend receive the full pension, and get off on granting the basis that the landlord's duty, a breach of the "quiet enjoyment.
Good luck.
Passing by the owner is in it. He can not allow additional tenants in the apartment. This is normally provided in the lease or rental agreement available.
Complaints to the owner and ask him to take measures. I feel your pain, it is annoying when you do the right thing and that your neighbor is a pig.
You have to go through the owner. If it is really a complex management people do not want here. They act often too busy to do something, but eventually it will act on it when you complain about every day (although to find something new and worthwhile to complain to. Make sure they are definitely harassing / Make your life uncomfortable experience, as loud, etc.)
Do not make the claim of the owner, which only serve to alienate and indifferent to their complaints. Let him know what is happening, especially with regard to the destruction of property and unhealthy behaviors. With regard to the other tenants could make an agreement with the landlord and the rent paid more.
