Well, if you are in the UK, so it looks like you, then the answer is not likely.

Road Vehicles (Construction and Use) 1986 states --

A: The distance between the rear of the bike and the rear of the trailer must not exceed 2.5 million euros.

B: maximum towing capacity, including the trailer and no greater than 150 kg (330 lb) or two thirds of the motorcycles empty weight, but it is less.

I thought the size of a vessel or a vessel, suitable for a motorcycle would be too large to meet these requirements will be.

NO.
The bikes were not designed to tow another. It is very dangerous and requires extreme caution. I saw small towable campers pop, but only because he should not be a good idea.
The boat was 125kilos in the past to a weight of 275 pounds U.S. (?). It was a bit overloaded and sank with ease.
It is like tying one end of a rope, a bicycle and the other end on the boat so when he runs, he will be docked in Wales, while in Ireland.

The boat needs to attract decent in size to carry the bikes, a motorcycle is a small boat, but I do not know if it would be sure to tow something bigger. But I suppose that's possible.

Is likely to draw, but would have no power of arrest. You may also be illegal.
